The Supply, Installation, Maintenance and The Right to Display Advertising on Bus Shelters in Swindon Borough

Swindon Borough Council invites expressions of interest from suitably qualified and experienced service providers for the provision of the Supply, Installation, Maintenance and The Right to Display Advertising on Bus Shelters in Swindon Borough.

Project Description

This will be a concession contract under which the successful supplier will generate income to fund these service requirements from selling advertising space on the bus shelters. The Council will require a share of advertising income from the supplier for this contract. The supplier will be expected to provide new bus shelters at new locations and replace bus shelters on a regular renewal programme. There are currently 368 bus shelters altogether, of which the Council own 35. The remaining 333 bus shelters are owned by an existing supplier, who are anticipated to remove their bus shelters over a period of 6 months following the end of their contract.

There will be an additional 23 bus shelters situated in Fleming Way, installed by a different supplier, and owned by the Council. Once installed, the Fleming Way bus shelters will form part of the contract agreement for cleaning and advertising.

The successful supplier will have to replace these bus shelters if they are removed by the existing supplier at the same time of their removal. Swindon Borough Council own a number of bus shelters which it will continue to own and these will be part of the contract. In addition, the Council will be purchasing new bus shelters for the new Fleming Way interchange and these shelters will become part of this contract once installed, although they will remain owned by the Council. Bus shelters owned by parish councils or developers or other parties are not part of this contract.

The supplier will clean and maintain the bus shelters as part of a regular maintenance programme.

The initial contract term will be for 180 months with an option to extend for a further 60 months for a potential total contract term of 240 months as stated in the Invitation To Tender (ITT) documents. The fifteen-year estimated potential advertising income value is between £0m to £75m to the supplier. The extension period would be 5 years with an estimate potential advertising income between £0m to £25m.
