£1bn development for old steelworks site

23 Feb 11 Construction could start in the summer on a massive £1bn development project on the site of an old steelworks in south Wales.

Developer St. Modwen Properties has submitted two planning applications to Newport City Council for the £1bn Glan Llyn mixed-use development, a project to redevelop the former Llanwern steelworks east of Newport. 

The first planning application is for 311 homes at Glan Llyn, located off Queensway Meadows near Spytty Road, currently the primary access route to the 600 acre site. This part of the development will be undertaken by the joint venture which was established in August 2010 between St. Modwen and Persimmon.

The second, related application is for a £5m programme of infrastructure works on the brownfield site, which will be carried out by St. Modwen and will enable the construction of the primary access road, to be known as the Gateway. This will open up access to the south western corner of the site and will pave the way towards the development of the first phase of homes and a new 18 acre public park, which will include play areas, open water features and new ecological habitats reflecting the existing environment of the Gwent Levels.

Over the next 20 years, St. Modwen plans to develop Glan Llyn into a new business and residential community with around 4,000 new homes and full community facilities.

These planning submissions follow the application to Wolverhampton City Council in January for planning permission to regenerate the Goodyear Works and develop 314 new homes at the 88 acre site, also as part of the joint venture with Persimmon.

St. Modwen chief executive Bill Olive said: "Glan Llyn is an exciting regeneration project for Newport and these planning applications mark important milestones for the entire re-development of the site. We would anticipate starting construction on the first phase of homes this summer.

"We are applying our experience in managing sites through the planning process to ensure that the necessary permissions are obtained. The combination of our expertise in this area, our landbank of developable land, and Persimmon's specialist knowledge of housebuilding on this joint venture puts us in a strong position to achieve great results on these projects."
