The scheme on disused industrial land in Butetown envisaged construction of 2,000 homes, offices and a 24-storey five-star international hotel.
According WalesOnline, city council planners have called time after the developers had failed to sign a Section 106 agreement securing amenity benefits, including a new bridge over the river Taff and a ‘creative hub’ for start-up businesses.
Cardiff council had estimated the public area improvements were worth about £30m to the city.
It is reported that planning permission for the scheme will now be rescinded.
