British JV to lead on Jordanian property review

27 May 11 The Jordanian government has appointed London-based consultancies McBains Cooper and EC Harris to deliver a major public sector property review and rationalisation project across thousands of government buildings.

A joint venture of McBains Cooper and EC Harris will lead the project on behalf of the Privatisation Commission of the Jordanian government, and will work with a number of consortium partners including legal advisers K&L Gates and Jordan-based Darat Consulting. The contract was secured via a competitive bidding process.

With funding from the World Bank, the Commission is planning to rationalise its property department to help the Jordanian government use its buildings portfolio more efficiently and drive greater return from the public funding. To achieve this goal, McBains Cooper and EC Harris will advise on the creation and implementation of a comprehensive property database designed to enable the department to realise the full value of its assets. Both parties will also develop a comprehensive property maintenance strategy, including identification of the best procurement route.  The brief will also include identification of potential maintenance projects to be financed through PPP, ways to make such projects attractive to investors and an overall review of the property department and its resourcing.

EC Harris will act as programme manager and technical advisor to the Directorate of Government Buildings.

Bernie Devine, partner at EC Harris, said: “We are delighted to work on such an important project in Jordan. Improving the way that governments use their buildings can not only lead to a significant economic return, but also helps to build trust with the wider electorate. This project is further evidence of our growing profile in the Middle East region and testimony to our ability to provide clients with solutions they value.”

Anthony Coumidis, director of McBains Cooper and overall project leader, said:  “It’s a tribute to the experience of the McBains Cooper team, the esteem in which UK-based property and construction expertise in general is held, and to the ability of the consortium to work together that such a big and complex project should be awarded. It is a crucial piece of work which will drive significant change and efficiencies in the way government-owned buildings are managed, operated and maintained”.
