Trainees, medics and management staff from around the country are relocating to the Staffordshire barracks, which will be a new home for military medicine.
Client for the project is Defence Estates, which gave only a 35% weighting to price in evaluating the four bids, and 65% towards quality.
Carillion expects to subcontract 80% of the work, by value.
