Chelsfield’s £1.2bn proposal includes 228,570 square meters of commercial and retail space and around 1,500 homes.

London Development Agency chief executive Lurene Joseph said: "Chelsfield’s proposals match our ambition to transform Silvertown Quays and create a new piece of city which will drive economic growth, create jobs, improve skills and create lasting change. The interest shown in Silvertown Quays is further evidence of the catalytic effect of the Olympics, helping renew the Royal Docks, London’s greatest development opportunity.”

The LDA’s selection of Chelsfield follows a procurement process that started in July 2011. In the final phase, the bids were judged against criteria that included transformational vision and the ability to deliver the project at pace.

Chelsfield’s masterplan was produced by Arup, whose director Malcolm Smith said: "This project win builds on the long working relationship Arup has with Stuart Lipton from the early days of Stockley Park and Broadgate, leading to Stratford City. The innovative proposals will create a compelling new destination for London that compliments the ExCel centre and the new connections to the O2 Arena."

The LDA is also marketing its Royal Albert Dock site and a final shortlist is due to be announced in the next few weeks.
