Chinese contractor kept on board for Middlewood Locks’ third phase

31 Jan 22 Scarborough Group International (SGI) has confirmed Beijing Construction Engineering Group International (BCEGI) as main contractor for phase three at Middlewood Locks, its £1bn mixed-use development in Manchester.

The Chinese construction company has already built the first two phases of the Middlewood Locks development, between Salford and Manchester city centre and has now been signed for phase three, named ‘Railings’.

Work on The Railings is scheduled to start in the first quarter of 2022 with completion in 2024. 

The first phase of 571 homes was completed in September 2018 and phase two of 546 homes was completed in November 2021. Phase two was purchased by landlord Get Living for its first private rented sector (PRS) venture outside London.

Phase three will have 189 apartments in two blocks, one of 10 storeys and the other 12 storeys, on the northern side of the canal opposite phase one. There will also be seven canalside townhouses and six mews houses for family living.

The Railings will also have 5,150 sq ft of ground floor commercial and retail accommodation with an additional 5,000 sq ft of offices.

Middlewood Locks is a joint venture between Scarborough Group International, Singapore property investor Metro Holdings and Hualing Group, based in Xinjiang, China.

When completed, the 25-acre neighbourhood will have a total of 2,215 new homes and 900,000 sq ft of commercial space, including offices, hotel, shops and restaurants.

When planning consent was granted for phase three in September 2020, the expectation than had been that construction would start in 2021 and complete before the end of 2022. The value of the overall development at that time was given as £700m; it is now £1bn.

BCEGI director Dongwen Yu said: “The recent completion of phase two is a significant moment for Middlewood Locks as well as a great achievement for BCEGI in what has been an extremely challenging time for the construction industry. We are thrilled to be, once again, an integral part of what is one of Greater Manchester’s most significant projects.”
