The framework runs for four years and has an estimated value of £5m.
There is also scope for work from other public sector clients, including the Highways Agency and local authorities.
Costain environmental services director Andy Bull said: “This is a fantastic result. Securing a framework agreement direct with a blue chip client such as the Environment Agency is a great reflection of where GSD as a division has got to, and is representative of the kind of work we want to be doing in the future.”
