12 Apr 11 Disgraced former environment minister Elliot Morley, facing a jail sentence for expenses fraud, is now set to be thrown out of the Institution of Civil Engineers (ICE).

Mr Morley has admitted dishonestly claiming £32,000 in mortgage payments. While MP for Scunthorpe, he continued to claim £800 a month from taxpayers for 21 months after paying off his mortgage in 2006.

The chairman of the ICE disciplinary board has decided that Mr Morley, who is an Honorary Fellow of the Institution, should be immediately suspended from membership of the Institution and has started the disciplinary process.

By-law 40(1) of ICE rules provides for a member to be suspended where he or she has been found guilty or entered a guilty plea to a serious criminal offence. Disciplinary Regulation 8 provides for immediate suspension where it is in the public interest and the interests of the Institution.

The Morley case will now go to the professional conduct panel.  Serious cases of apparent improper conduct are then referred by the panel to the disciplinary board and if the member is found guilty by the board, the facts of the case and the penalty imposed will be published.
