Eight appointed to Welsh building regs panel

6 Jan 12 A panel of experts has been set up to advise the Welsh government on the energy efficiency of buildings.

The Building Regulations Advisory Committee for Wales will provide guidance for a ministerial review of Schedule 1 Part L to the Building Regulations 2010 which relates to the conservation of fuel and power. The aim is to reduce 2006 carbon emissions from new homes by 55% by April 2013.

Setting up the committee coincides with the Welsh government taking over responsibility for building regulations this month.

Each of the eight committee members represents a specialist area.

Architecture: James Chambers, a chartered architect with Powell Dobson Architects in Swansea and chairman of the West Wales branch of the Royal Society of Architects in Wales.

Sustainability: Andrew Sutton, a chartered architect and an associate director of the Building Research Establishment for Wales and the West of England. He is also president of the Royal Society of Architects in Wales and a steering group member of the Wales Low/Zero Carbon Hub.

Builder: James Player, Welsh division construction director of Cowlin Construction and a member of the Chartered Institute of Building

Housebuilder: Nigel Smith, technical director of Redrow Homes and a chartered civil engineer.

Local authority building control: Christopher Jones: senior building control manager at Powys County Council, chairman of Local Authority Building Control Wales and a director of LABC, the representative body of all local authority building control departments in the UK. He is also a member of the Royal Institute of Chartered Surveyors.

Mechanical and electrical services: Christopher Lynn, partner of M&E consultant Troup Bywaters + Anders, a member of the Chartered Institution of Building Services Engineers and a member of the Institution of Engineering & Technology.

Private sector building control: Andrew Thomas, manager of the Wales office of Butler & Young Approved Inspectors, and a member of the Royal Institute of Chartered Surveyors and the Association of Building Engineers.

Needs of the disabled: Alan Hunt, access officer for Pembrokeshire County Council and chairman of the Access Association for the Wales Region.

The committee members are appointed for three years.

Welsh environment minister John Griffiths said: “I attach great importance to the role of the new Building Regulation Advisory Committee for Wales and very much look forward to the contribution of its members.”
