The initial estimate for the contract had been £18.5m.
The work will involve the replacement of kitchens, bathrooms and electrical wiring as well as disabled adaptations where appropriate in more than 3 000 individual properties.
The choice of contractor was weighted 40% on price and 60% on quality.
