The Moat Lane scheme includes a new civic building with council offices as well as retail and housing. The civic building is scheduled for completion by spring 2014, with the whole scheme finished by 2017.

The scheme is centred round Bury Mount, a scheduled ancient monument that dates back to medieval times.
