New framework for schools and community building refurbishment

20 Feb 13 A new framework arrangement for refurbishment and extension works for schools and community buildings is being launched this spring by specialist procurement consortium, LHC.

The Schools and Community Buildings (SCB1) framework is intended to help public sector bodies access best value, quality solutions for new projects.

Selected contractors who have been through the tender process will be appointed on a regional basis across England, Wales and Scotland.

LHC director John Skivington said: “The Schools and Community Buildings framework has been created following customer demand for a contractor based framework which encompasses community buildings as well as schools and other educational establishments.

“Our previous educational buildings framework, EF1, was restricted to schools. We are confident that the new SCB1 framework will build upon the successes of this framework and allow members to easily access contractors for works on community buildings, too.

“Users of the SCB1 framework will also be able to benefit from technical advice and ongoing project support offered by LHC.”

The framework will be divided into two workstreams covering new build extensions and associated works and general refurbishment works with a supported design service. Within the scope of works covered by the refurbishment workstream will be:

  • External works such as roof coverings, windows, doors, cladding, insulation and landscaping of buildings
  • Internal works including refurbishment of learning environments such as science laboratories and home economics facilities, remodelling of buildings and refurbishment of sports changing facilities

Mr Skivington added: “The interest we have seen from contractors across the UK so far has been excellent. All bidders go through a robust evaluation process in line with EU regulations to identify those companies which are most suitable in each of the five regions: Southern England, the Midlands, Northern England, Wales and Scotland.”

Contractors successful in the bidding process will be announced nearer to the launch in line with EU tender procedures.
