The framework is primarily intended for the delivery of projects with construction costs of more than £300,000.
It is estimated that the total capital spend by the council on construction projects falling within the framework will be in the range of £22m to £27m a year, with a further £10m a year that might be spent by other public bodies under the framework.
The council envisages inviting 15 contractors to tender.
