The city council plans to demolished the current concert venue and leisure facilities and wants new ice and arena facilities developed.
Plans are already developed to replace the swimming pool with one at the Life Centre in Central Park, but the site is not large enough to house a full-size ice rink.
Completed questionnaire should be uploaded onto the Devon Tenders website by 11 March.
