Currently a partner at asset management firm AgFe, Mr Rose has a background in infrastructure finance in both the public and private sectors.
He said: “The HCA has an enviable reputation built on strong commercial, social and regulatory expertise, and above all a track record of delivery. It is clear that continued delivery in the sector depends on the ever closer integration of the public and private sectors, and with my experience of both I am extremely excited by the opportunity to lead the Agency into the future.”
Mr Rose will take over at the HCA on Monday 15 April. In the meantime Richard Hill will continue as chief executive on an interim basis, before returning to his previous role as deputy chief executive and executive director of programmes
Mr Rose succeeds Pat Ritchie, who quit after two years in the job to become chief executive at Newcastle City Council.
