Small builders are overwhelmed by change

13 Jan 11 Small builders are becoming increasingly overwhelmed by new rules and regulations, according to a survey commissioned by the National House Building Council.

The NHBC quizzed companies that build just 50 or fewer houses a year. Nearly two-thirds - 60% - of them felt that regulatory change surrounding new homes, and sustainability specifically, was happening too quickly. This survey was conducted in the fourth quarter of 2010. A similar survey just three months earlier found only 32% were concerned about new rules.

NHBC chief executive Imtiaz Farookhi said: “Whether fuelled by a growing concern about the future of the market or as a separate worry, small builders at the end of 2010 were clearly finding it hard to keep up with regulatory changes relating to the future of sustainable homes.

“As we enter 2011 it is important that small builders are offered increased information on changes that will affect their businesses. NHBC has produced research and strived to work alongside key decision makers to supply material that will do just that.”

As part of an ongoing builder-support programme, NHBC tries to help smaller building firms stay abreast of legislation and changes surrounding sustainability. The NHBC Foundation’s research into a spectrum of sustainability issues, such as carbon compliance, sustainable drainage and air tightness, provide data and intelligence that will help the industry reach the challenges set by the government’s 2016 zero carbon home targets, the NHBC said.

In addition, NHBC continues to work with the government on a new framework for local building standards and its integration with the localism agenda. The NHBC Building Control Part L Guidance offers a summary of key changes that small builders need to follow and the NHBC Tech Zone supplies access to an interactive online site which is regularly updated with industry support groups and answers to all building regulation questions.
