The Elmer Square development, designed by architect ADP, consists of a municipal and academic library, a teaching facility for South Essex College, and research centre provided by University of Essex.
Contract value is estimated to be in the range of £19m to £22m and work is scheduled to take 17 months
The tender process is being managed by EC Harris.
