Three on Essex highways shortlist

18 Jan 11 Essex County Council has shortlisted three bidders to take on all highways work for the county over the next 10 years.

The council describes its Highways Transformation Programme as “the largest integrated highways partnership in the UK”.

The three bidders progressing to the next stage are:

  • Balfour Beatty
  • Jacobs Engineering UK /Ringway Infrastructure Services joint jenture
  • Transforming Highway Services (Costain/Serco/Capita Symonds) 

From an initial list of seven, four bidders have been eliminated. These were: Amey, Atkins, May Gurney/WSP and Mouchel/Carrilion.

The three shortlisted bidders will continue discussions with the council to help define the partnership structure and delivery of services in more detail. A preferred bidder will be selected by September 2011. The selected partner will then form a strategic partnership with the council. 
County councillor Norman Hume, cabinet member for highways & transportation, said: “Customer focus and improving core services are two of our top priorities, and the Highways Transformation Programme will help us achieve this whilst delivering value for money for Essex residents
