Toronto Port Authority shortlists three consortia for airport tunnel scheme

5 Apr 11 Toronto Port Authority (TPA) is issuing a request for proposals to three consortia vying to design, build, finance and maintain a proposed tunnel at Billy Bishop Airport.

The three consortia invited to bid on the project are Forum Infrastructure Partners, Elite Tunnel Group and City Airport Tunnel Partners. They include local and international construction and design firms and have been chosen from more than 50 private sector teams that expressed interest.

The decision to proceed with the bidding follows an environmental assessment, which concluded that the proposed pedestrian/services tunnel and perimeter road project is unlikely to cause significant, adverse environmental effects.   

TPA initiated the environmental assessment in February 2010 and issued a request for proposals in August 2010 so that interested parties could indicate their interest in and qualifications for the proposed Billy Bishop Airport pedestrian/services tunnel project.

TPA worked with public-private partnerships body P3 Canada to shortlist the three qualified bidders that will be invited to participate in the final stage of the selection process.

“The project has attracted interest from a broad cross-section of well known Canadian, American and European proponents with the right combination of experience and financial capacity to partner with us,” said TPA chairman Mark McQueen. 

The consortia have six months to submit proposals to the TPA for its consideration and review.

TPA’s professional advisors include Dillon Consulting, NORR Architects, Hatch Mott MacDonald, Brookfield Financial, Deloitte & Touche LLP, Gowlings LLP, P3 Canada, Marsh Canada and P1 Consulting.
