Project Quantity Surveyor

Job Description

We are seeking a Project Quantity Surveyor to join a high-value civil engineering project involving infrastructure, rail-adjacent works, utilities, and commercial developments.

The role will be primarily based in York, with responsibility for overseeing additional project elements in Carlisle. This is a long-term, multi-phase scheme that will reshape the local landscape, requiring a commercially astute professional to manage cost control, contracts, and financial oversight while working closely with project stakeholders.

Key Responsibilities Oversee the commercial management of the project, ensuring cost control and financial efficiency. Manage contract negotiation, procurement, variations, valuations, and final accounts. Provide financial assurance, forecasting, and risk management in collaboration with the Project Manager. Lead cost analysis, claims management, and reporting for senior stakeholders. Ensure compliance with NEC contracts or other standard forms of contract. Support and mentor junior commercial team members.

Essential Skills & Experience


Degree or HNC/HND in Quantity Surveying or Civil Engineering.


Proven experience as a Quantity Surveyor in civil engineering, groundworks, highways, or RC structures. Strong understanding of cost management, contracts (NEC, JCT, etc.), and procurement strategies. Experience in infrastructure projects such as roads, bridges, utilities, and railway-adjacent works. Strong analytical skills, with proficiency in cost forecasting and risk management. Ability to work with multiple stakeholders in a high-profile development. Competent with industry-standard software (e.g., COINS, CEMAR, Causeway, Excel, or equivalent).


Desirable Skills Chartered status or working towards (e.g., RICS, CIOB, ICES). Experience working with major infrastructure clients such as Homes England, Network Rail, or Highways England. Understanding of public sector procurement frameworks.
