A decision is expected by Friday 18 April 2014.
The proposed 299MW Hirwaun Power project will be on the Hirwaun Industrial Estate next to the A465 Head of the Valley dual carriageway from Swansea to Abergavenny.
Parson Brinckerhoff is on board as engineering consultant on the project.
