The building has already been stripped out in the past few months - including removal of a larger than expected amount of asbestos - in preparation for the construction phase of the project.
Construction will see the building transformed into an A rated BREEAM excellent office environment, with capacity increased from 500 to 1900 people, bringing several council facilities together under one roof.
Eco features include the use of hydro power from the River Derwent to provide electricity into the building.
