Levelling up expiry date keeps councils on their toes

19 Jan 23 The government has selected 111 local council projects to receive financial support in its drive for economic growth and urban renewal.

A total of £2.1bn is being allocated in round two of what the government calls ‘levelling up’ funding – but the councils will need to get a move on to make sure they spend the money before the offer expires.

The 111 projects include the proposed Eden Project North visitor attraction in Morecambe, a new train service in Cornwall and Cardiff City Council’s Crossrail phase one project, each of which gets £50m of Treasury funds.

Other projects getting more than £40m include a new university campus in Blackpool, enhancements to Peterborough railway station and Dover port access road improvements.

Nearly £27m is going towards a new roll-on, roll-off ferry for Fair Isle in the Shetland Islands.

Overall, £672m is going on improving transport links, £821m to kick-start community regeneration and £594m to restore local heritage sites.

The round two allocations follow the £1.7bn granted to 105 projects from round one of the levelling up fund in 2021. Government has also confirmed there will be a further round of the funding.

Other projects among the 111 to benefit include:

  • £20m to regenerate Accrington town centre, which will see the renovation of Accrington Market Hall
  • £18m for a revamp of Cleethorpes seafront
  • £20m towards the construction of the £210m Willenhall Garden City in Walsall
  • £17m to refurbish Leek town centre
  • £5.1m to build new female changing rooms in 20 rugby clubs across Northern Ireland.

However, there is a slight catch: the money must be spent by March 2025 or they don’t get it. This puts pressure on local authorities to press ahead with their projects.

“The deadline for spending the money of March 2025 is a challenging one – particularly as inflation has soared in the interim,” said Arcadis UK cities director Peter Hogg, who has advised local authorities on their bid strategies. “Authorities will need to rapidly move projects through the design phases, complete any land acquisition, secure planning approvals, appoint contractors and move into delivery – no mean feat, especially with no shortage of competing priorities for local government time and resources."

Arcadis is one of the myriad consultants to benefit from the reported £27m that councils have spent on outsourcing help to prepare their funding bids,

“At Arcadis we’ve supported 40 levelling up fund applications in rounds 1 and 2 with a success rate of 90% to date," Peter Hogg said. "This experience tells us that wise local authorities will now urgently look at projects and delivery structures to make sure they are still deliverable and work hard and smart with trusted partners to get projects over the line.”

Richard Sterling, national head of land and development at construction contractor Willmott Dixon, had additional advice for the winning bidders. “The clock is ticking,” he said. “The project the funding is allocated for needs to be complete by March 2025, otherwise the money could go straight back to Whitehall.

“It's worth being flexible with procurement. Getting returns to open tenders can be challenging in the current climate. Be aware of contractor capacity when working on procurement: many local authorities who won funding did so in areas with historically less construction projects, where the capacity of some regional and national contractors may be reduced in a particular geographic location.

“As such, it could be advisable to consider going through a well-established framework. Doing so will reduce the time on the procurement process by several months, meaning contractors will be in a better position to deliver on projects against the tight timeline. Consider also that many winning bids could be mixed-use, and frameworks will allow for cross-industry expertise on these areas.”

Boston Borough Council The Rosegarth Square Masterplan East Midlands (England) £14,846,596 £14m will be given to The Rosegarth Square Masterplan to create a new urban park in the heart of Boston to boost resident's health and wellbeing 
Broxtowe Borough Council Kimberley Means Business East Midlands (England) £16,539,214 £16.5m to make town centre improvements in Kimberley, including transforming the Bennerley Viaduct, creating step-free access to the viaduct and boosting the cycle path network in the region.  
City of Lincoln Council Lincoln Western Growth Corridor (WGC) - Eastern Transport Access Scheme East Midlands (England) £20,000,000 £20m to build two bridges in Lincoln to run across the East Midlands Railway track. The Western Growth Corridor will include 3200 homes and space for retail and other businesses 
Derby City Council Assemble (Learning Theatre) East Midlands (England) £20,000,000 £20m towards a new ‘Learning Theatre’ to be built in Derby city centre, allowing the university students to work and perform at the former Assembly Rooms. 
Derbyshire Dales District Council Ashbourne Reborn East Midlands (England) £13,373,509 £13.3m for the Ashbourne Reborn project in the Derbyshire Dales to transform the town centre. 
East Lindsey District Council Lincolnshire Wolds Culture and Heritage Programme East Midlands (England) £8,091,774 In East Lindsey, £8m will save three of the Lincolnshire Wolds’ most at-risk heritage and cultural sites. This includes Alford Manor House, a Grade II listed building, which will be brought back to life as part of a community visitor complex, and Alford’s only remaining windmill, which will be brought back into commercial use as part of a community complex. 
Mansfield District Council Mansfield Connect East Midlands (England) £20,000,000 £20m will transform the disused Mansfield department store Beales into office space and a civic hub 
Rutland County Council Rural Innovation in Place – Levelling Up Proposition for Rutland and Melton East Midlands (England) £22,950,690 £22m for a new outdoor food market and event space in Melton Mowbray and updating of the Rutland County Museum in Rutland to create a digital visitor experience. 
South Holland District Council The South Holland Health and Wellbeing Hub East Midlands (England) £20,000,000 The £20m will build a new swimming pool, a floodlit football pitch and multi-use games area. 
Borough of Broxbourne Council Waltham Cross Renaissance East £14,316,988 A skatepark and outdoor gym and sports pavilion will be built in Broxbourne, including a new running track.
Cambridgeshire and Peterborough Combined Authority Peterborough Station Enhancements and Connectivity East £47,850,000 Nearly £48m to build a new entrance and footbridge for Peterborough train station, creating a new gateway to the city centre.
Colchester Borough Council Co-Creation: A Contemporary Colchester City Centre East £19,663,063 Reimagining Colchester’s cycle routes with £20m, creating a direct traffic-free route into Colchester Castle and Colchester Park.
Great Yarmouth Borough Council Great Yarmouth Riverside Gateway East £20,000,000 Regenerating the North Quay in Great Yarmouth, investing £20m to improve pedestrian and cycle links.
Harlow District Council The Harlow Arts and Cultural Quarter East £19,999,265 In Harlow, almost £20m will create a new music and arts venue by combining the Playhouse Theatre, Gibberd Gallery and the Library to house a new music school and space for the creative industries
Norfolk County Council Kings Lynn Sustainable Transport and Regeneration Scheme (Kings Lynn STARS project) East £24,115,860 Building new bus and cycle routes in Kings Lynn, providing £24m for new connections to the city centre, while preserving the heritage of the 15th Century South Gate.
Tendring District Council Clacton Civic Quarter East £19,958,224 Almost £20m to deliver 28 new affordable homes in Tendring, breathing new life into a derelict brownfield site with a new library and adult learning space led by the University of Essex. Centre for Coastal Communities.
