AT1259 Luton Local Electric Vehicle Infrastructure Project Concession: Luton Council is initially undertaking some soft market testing / preliminary market engagement - in the form of a Request for Information Document.

Charge point operator engagement May 24:

Luton Council has been awarded £1.27 million Local Vehicle Infrastructure (LEVI) funding from The Office for Zero Emission Vehicles to develop the public electric vehicle charging network in Luton. The funding will be used to accelerate the commercialisation in Luton’s public EV charging network through attracting high levels of private investment.

To utilise this funding the council is required to demonstrate strategic development of the chargepoint network, delivering chargepoints ahead of demand, to support those residents without access to off-street parking make the transition to electric vehicles.

To assist us in developing our LEVI project we would like new or established chargepoint operators to answer a number of project specific questions

The Intention is , once approval has been granted by the LEVI Project, to undertake a 2 stage process , a CCR16 Concession tender will take place later in the year, before October 2024.

II.2.4) Description of the procurement

The Council is undertaking some softmarket testing in the form of a questionnaire applicable to a pending concession tender under CCR16

To assist us in developing our LEVI project we would like chargepoint operators to answer the following questions. The results from the survey will help shape our final tender proposal.

The questionnaire is split into four sections, each section covering a different principle that will guide our commercial arrangements. Each section starts with background information on our proposed approach followed by questions relating to it.

Commercial arrangements

The council is looking to maximise the opportunity to attracted private investment against our LEVI funding of £1.27M. As such we have set out an ambitious target of installing over 620 standard power (up to 8kW) charging sockets along with around 9 rapid chargepoints over 5 years.

Due to the level of private investment we wish to attract, this opportunity will be provided through an 15 year concession contract which will include the installation of the chargepoints. It is expected that the chargepoints will be installed during the first 5 years of the contract.
