The University requires a contractor to design, build and install a 2.5MW air source heat pump heat energy network (the Heat Energy Network) to service the University’s campus buildings at De Montfort University. The contractor will be required to provide an Energy Centre building which will be capable of containing all equipment for a 3.5MWth system (allowing for future expansion). The HV transformer shall be sized to provide 2500kVA. Full details of the University’s requirements can be found in the Employer’s Requirements documentation provided as part of the procurement documents.It is anticipated the works will commence in October 2024 and that the construction works will be completed by October 2026 with a further 2 years to undertake required seasonal commissioning and completion

De Montfort University is undertaking the development of a new Energy Centre on the university’s estate which will house a 2.5MWth air source heat pump array providing an 80 / 65◦C flow and return temperature respectively feeding into a new District Heat Network serving 17 existing buildings on the central campus

The University reserves the right to discontinue or delay the procurement process and may decide not to award a contract as a result of this call for competition. The University shall not be liable for any costs or expenses incurred by any organisation in considering and/or responding to the procurement process. Tenders and supporting documents must be priced in pounds sterling and all payments made under the contract will be in pounds sterling, unless otherwise advised.The estimated contract value may be in the range of 13,000,000 – 20,000,000 GBP (excluding VAT). The figure inserted in Section II.1.5 is the maximum figure in this range.The University will incorporate a standstill period at the point the decision in relation to the award of the contract is notified to bidders. The standstill period, which will be a minimum of ten (10) calendar days, provides time for unsuccessful bidders to lodge an appeal in regards to the award decisions, before the contract is entered into.Tenderers are advised to allow adequate time for uploading documents and to submit the electronic response well in advance of the closing time to avoid any last minute problems.
