Cumberland Council is responsible for the disposal of around 245,000 tonnes of household waste collected by Cumberland and Westmorland and Furness councils.

Both Cumberland and Westmorland and Furness councils have a statutory duty to manage this waste following the waste hierarchy of maximising waste reduction, reuse and recycling, including composting as a priority order before waste disposal.

Waste reduction including food waste reduction and composting of food and garden waste are therefore priorities

The purpose of this tender is to appoint a contractor to develop and deliver a Compost Volunteer Scheme to support the delivery of The Councils’ waste reduction programme.

The aim of the scheme is to encourage householders to compost their food and garden waste thereby reducing the amount of biodegradable waste needing collection and treatment through the Council’s waste treatment plants.

Initial term of three years with two potential one year extensions

The contract is split into two lots, as below, to allow for individual priorities and reporting to be delivered by Council. However, there should be one bid which responds to all requirements across both lots and this will be evaluated as a total approach. The contract will be awarded to one supplier for both lots to enable economies of scale and best value in management and administration support across both lots.
