Framework Agreement for the Provision of Service and Testing of Domestic Water Systems

II.1.4) Short description

This contract is for the servicing, testing, planned preventative and the responsive maintenance of Hot and Cold Domestic Water Systems inclusive of the monitoring requirements of:

I) Approved Code of Practice L8 for the Control of Legionella

II) The Prevention of Scalding

III) Water Regulations Compliance

The tender shall be for the provision of all labour, specified materials, transport for the maintenance, servicing and testing of Domestic Water Systems in the establishments detailed in the Pricing Matrix and any others added in accordance with the terms below.

The systems to be covered by this Framework are both hot and cold domestic systems, together with any permanently connected equipment including rainwater harvesting systems but excluding air conditioning equipment, swimming pools and hydrotherapy pools.

Most properties rely solely upon temperature for the control of legionella bacteria and follow the guidance set out in HSG274. Many properties have type 3 thermostatically controlled mixing valves fitted to some or all outlets to address the scalding risks to vulnerable persons caused by doing so. Hot water temperatures are to be controlled at thermostatically controlled outlets in accordance HELA LAC note 79/5 unless specifically stated the clients' policies. Any variation will be formally agreed by all parties.

All planned maintenance shall be in accordance with the relevant British Standards and Codes of Practice, and the current Health and Safety Legislation and include the additional requirements of this contract where applicable and requested.

Responsive Maintenance

A working hours callout facility is required to deliver responsive maintenance activities as described later in this document with a 4-hour response limit deliverable 24/7.

Properties

This framework is to enable the servicing of Staffordshire County Council's Corporate properties and LEA Maintained Schools.

Additionally, the Managing Agent may use the framework for some or all its customers' 200+ Academy, Fire Service and other properties.

There are currently approximately 498 properties on contract that are expected to be transferred to this framework. Most are in Staffordshire, with a small number located in Cheshire, Lancashire, Derbyshire and the West Midlands.

The properties include all types of buildings operated by a Local Authority including educational, residential care homes, civic buildings, offices, fire stations, enterprise centres and small industrial units.

Please note this is a Single Supplier Framework.

List and brief description of selection criteria

Staffordshire County Council require its successful Supplier to have ongoing 3rd party accreditations which meet the following requirements during the term of the Framework:

To have a compliant Health & Safety accreditation performed by a Safety Schemes in Procurement ('SSIP'). For more information refer to the link https://ssip.org.uk/members/#

Valid and compliant member of an independent pre-qualification accrediting body. For example, Constructionline (accredited to a minimum membership level of 'GOLD') or other equivalent bodies, offer such a service.

Note 1 - the accrediting bodies must allow for annual refreshes/vetting of the Supplier in the areas above

Note 2 - where brand names are mentioned, the Authority will consider equivalents

Note 3 - evidence of the above accreditations MUST be provided to the Authority by successful Supplier prior to Contract Award

PAS91 C4: Health and safety: policy and capability or provide an exemption (details provided in the Questionnaire).

In addition, Suppliers will be required to satisfy the County Council that the work will be undertaken by a minimum of four trained members of staff (directly employed or sub-contractors) and must be able to evidence their competency for the equipment they are working on by means of (where applicable):

1. All personnel must evidence successful completion of either a City & Guilds or Water Management Society Qualification for specific work they are undertaking which must be supported by ongoing CPD to remain knowledgeable of and compliant with any revisions, additions or amendments to nationally recognised Approved Codes of Practice, Regulations or HSE Guidance.

2. Staff must have a thorough knowledge of the implications and significance of the Water Regulations, ACoP L8, HSG274 and of all procedures necessary to identify inadequacies of operation, unsafe conditions and unauthorised alterations which constitute potential hazards.

3. All personnel working on electrical equipment must be suitably qualified to do so, especially for 3 phase supplies and appliances.

4. All personnel must have undertaken asbestos awareness training within the past 12 months accredited by UKATA, IATP or equivalent.

5. All personnel must evidence recent training for working at heights (within 5 years).

6. Any personnel operating specific access equipment must evidence recent training for equipment such as ladders, scaffold towers, MEWP's or any other specialist access equipment. (within 5 years).

7. Staff must be qualified and competent to work in confined spaces where the conditions require.

Any personnel utilised on this contract must have an Enhanced DBS check
