This project aims to establish a dedicated Women’s Resource Centre with a culturally sensitive approach towards meeting the needs of Bangladeshi women, who have been identified as one of the most marginalised members of the community. The London Borough of Tower Hamlets has identified a site in Whitechapel which will be converted into a Women’s Resource Centre (with focus on Bangladeshi women), by undertaking internal refurbishment works. This will include strip-out works, light-touch fit-out works, mechanical and electrical works and minor external works.

II.2.4) Description of the procurement

This is a new procurement project looking to convert an identified site in Whitechapel by undertaking internal refurbishment works including:

1. Strip-Out Works

Demolition & Removal:

o Removal of selected existing internal finishes, including walls, ceilings, flooring, and any obsolete fixtures or fittings as per demolition drawings.

o Removal of existing M&E installations (where applicable) including lighting, power outlets, HVAC components, and plumbing.

o Safe removal and disposal of waste materials in accordance with environmental and regulatory guidelines.

2. Light-Touch Fit-Out Works

Flooring:

o Supply and installation of new floor finishes (carpet, vinyl, or tile) as per client specifications.

Wall Finishes:

o Application of paint or other finishes to existing or newly constructed surfaces.

Partitions:

o Installation of new internal partitions to create rooms or reconfigure the layout as required.

o Ensure proper integration with existing structural elements and M&E systems.

Suspended Ceilings:

o Supply and installation of new suspended ceiling system (tiles, grid, or equivalent), ensuring compliance with acoustic and aesthetic requirements as per agreed drawings.

3. Mechanical and Electrical (M&E) Works

Mechanical Systems:

o Upgrades or modifications to heating and ventilation (HVAC) systems to ensure compliance with current standards.

Electrical Works:

o Installation or upgrading of lighting, power outlets, and data cabling as per layout drawings.

o Install new fire alarm systems, and security systems as required.

Plumbing:

o Minor plumbing works to install or upgrade taps, sinks, or toilets in line with the fit-out requirements.

o Ensure water systems are tested and meet health and safety regulations.

4. Minor External Works

Nursery playground:

o Install appropriate safety surfacing, such as rubber matting, artificial grass, or loose-fill rubber, to meet child safety standards.

o Supply and install secure boundary fencing around the nursery playground and any other designated areas, ensuring compliance with safety and security requirements.

Parking Space Markings:

o Mark parking bays in accordance with the required dimensions and layout for the site, using high-quality, durable road paint or thermoplastic markings.
