II.1.4) Short description

The purpose of this Prior Information Notice (PIN) is to inform the market of a potential opportunity to participate in the Installations and Minor Works framework for the Medical Research Council (MRC) campuses on London, Oxford, and Cambridge. The MRC intends to engage with potential contractors through a Preliminary Market Engagement (PME) event and subsequent PME activities. The publication of this early engagement opportunity is a voluntary publication and does not represent a commitment by the MRC to initiate, run, or complete a full procurement competition in relation to a contract for the works described. The MRC supports world-leading medical research efforts across the biomedical spectrum, from fundamental lab-based science to clinical trials, and in all major disease areas. The MRC has embarked on a transformational journey of its estates with the aim of establishing world-leading scientific research centres, and achieve a carbon-neutral status by 2040. To do this successfully, MRC requires an Installations and Minor Works framework that can support a range of projects at the facilities listed below - •MRC Laboratory of Medical Sciences, Hammersmith Hospital Campus, London •MRC Harwell site, Harwell Campus, Oxfordshire, and •MRC Laboratory of Molecular Biology (LMB), Cambridge Biomedical Campus, Cambridge The following Installations and Minor Works projects are expected to be part of the framework requirements: •Design/Installation/Replacement of scientific equipment and associated works: e.g. individually vented caging systems, autoclaves, and reverse osmosis systems •Demolition Works •Building Enclosure Works: e.g. roof repairs •Building Interiors: e.g. building fabric upgrade works •Building Services Works: e.g. CCTV, air conditioning units, chillers, lighting, and building management systems works •Decarbonisation Works: e.g. photovoltaic panels, solar canopies, boiler replacements

II.2.4) Description of the procurement

The MRC intends to issue virtual briefing material week commencing 17 February 2025, with contractors interested in potentially bidding for the resulting framework contract. In the event of any change to the availability of the virtual briefing material, registered suppliers will be notified via the -e-sourcing messaging function. The value in II.1.5 is an indicative value over 4 years. The date in II.2.14 is the estimated date of publication, please refer to the eSourcing system for updates and monitor Find A Tender Service for the publication of the contract notice. The Cyber Essentials scheme is mandatory for Central Government Contracts which involve handling personal information and providing certain ICT products and services. The Government is taking steps to further reduce the levels of cyber security risk in its supply chain through the Cyber Essentials scheme. The scheme defines a set of controls which, when properly implemented, will provide organisations with basic protection from the most prevalent forms of threat coming from the internet. To participate in this procurement, bidders will be required to demonstrate that they are Cyber Essentials certified for the services under and in connection with the procurement. It is intended that the procurement will be conducted under the Open Procedure under the Procurement Act 2023 (PA23). Further details about the procurement will be shared at the virtual market briefing session. UKRI intends that the next notice to be published in respect of this procurement will be a tender notice (indicative May 2025).

The virtual briefing as notified by this PIN will be relied on as Pre Market Engagement under under S16(1) of Procurement Act 2023. UKRI is seeking to inform the MRC Installations and Minor Works Framework procurement. This PIN is not a call for competition.
